The dystopian, narrative-driven management sim is back with a new instalment. But this time, it’s more like Papers, Please. The latest addition to the surveillance thriller game series Beholder is Beholder: Conductor.

Published by Plug In Digital on mobile, the game is developed by Alawar Entertainment. It originally launched on PC in April 2025. It takes place aboard the Determination Bringer, a legendary train travelling across a vast country.

Beholder: Conductor is a spinoff of Beholder

The game puts the focus back on surveillance and control. As Winston Smith, a new train conductor, you keep constant watch over passengers entering their assigned carriage. Identifying fare-evaders and observing and reporting anything deemed suspicious or unauthorised are part of your job.

Searches, intimidation, and even ejecting passengers are also there. You inspect baggage for prohibited items and even call in the police when necessary. Your decisions directly influence how events unfold, with multiple possible endings depending on how loyal or defiant you become over time.

It starts in a standard passenger carriage, where you deal with everyday citizens. From there, access opens up to the dining car. Here, you’ll find higher-profile figures like government officials and industrialists with more complex situations involving bribery, smuggling, and quiet deals.

Eventually, you reach VIP compartments with top-ranking individuals and even revolutionaries. Your loyalty gets tested through covert assignments from both the ruling regime and a group known as the New Tomorrow.
